Publication Ethics

Chapter 1 General Provisions

Article 1 (Purpose) The regulation’s aim is to establish research ethics for members of the Korean Association of International Studies (“the KAIS” hereinafter) and suggest criteria for speedy, fair and systematic verification at the time of occurrence of scientific misconduct concerning a published manuscript while defining matters related to installation and operation of Sub-committee on Research and Publication Ethics under the umbrella of the Editorial Board in charge of verification and judgment.
Article 2 (Scope of Application) The regulations shall be applied to all members of the KAIS.


Chapter 2 Regulations on Scientific Misconduct

Article 3 (Purpose) The regulation’s aim is to prevent scientific misconduct with regard to manuscripts published and requested to be published in journals issued by the Korean Association of International Studies and to define a procedure to be followed if such activities take place.

Article 4 (Type of scientific misconduct)
  1. 1. “Forgery” shall be referred to as tampering with or faking research data and/or reported results.
  2. 2. “Falsification” shall be referred to as changing or omitting research data, processes and/or results to distort the contents and results of research.
  3. 3. “Plagiarism” shall be referred to as using others’ ideas and/or research processes and results in studies without indicating sources in an appropriate way.
  4. 4. “Inappropriate indication of an author” shall be referred to as refusing to grant qualifications for authorship of a thesis to a person who has academically contributed to generating research contents and results for no good reasons or granting qualifications for authorship of a thesis to a person who has not made any academic contribution.
  5. 5. Authors must ensure that articles submitted are original work and have not been published elsewhere. Reusing one’s own research results or part there of without proper indication shall be considered a misconduct.
  6. 6. Authors must declare any actual and potential conflict of interest. Failure to do so shall also be considered a misconduct.
  7. 7. Criteria for misconduct concerning research and/or publication that seriously hurts research integrity shall comply with the Ethics Regulations of the National Research Foundation of Korea.

Article 5 (Subject of examination) The Sub-committee on Research and Publication Ethics under the umbrella of the Editorial Board shall take charge of judgment and restriction with regard to scientific misconduct.

Article 6 (Procedure) Procedures on judgment and restriction with regard to scientific misconduct shall comply with “Regulations on Installation and Operation of Sub-committee on Research and Publication Ethics.”

Article 7 (Withdrawal) Withdrawal of submissions is possible at any stage of the review process, however, our journal retains the final decision regarding withdrawal. Authors seeking withdrawal must contact the editorial office. If permission is granted, authors who withdraw their submission will be ineligible to submit another article for a period of three years after the withdrawal decision.
Any form of academic misconduct may result in immediate rejection of the submission. Submissions found to have instances of plagiarism or submitted simultaneously to other journals without proper disclosure may be rejected by the editors.
Our journal reserves the right to take down any article after publication if there are any issues that are identified. These issues may include, but are not limited to: ethical concerns, data fabrication, or errors impacting the validity of the research. The decision to retract an article will be made by the editorial board after careful consideration and investigation.


Chapter 3 Regulations on Installation and Operation of Sub-committee on Research and Publication Ethics

Article 8 (Purpose) Operating Regulations of Sub-committee on Research and Publication Ethics aim to define matters required if a petition is filed against a member of KAIS for violating provisions of "Regulations on Research and Publication Ethics."

Article 9 (Formation of Sub-committee on Research and Publication Ethics)
  1. 1. A Sub-committee on Research and Publication Ethics shall be installed and operated under the umbrella of Editorial Board for the purpose of fulfilling the purpose of Regulations on Research and Publication Ethics.
  2. 2. The Sub-committee on Research and Publication Ethics shall consist of 7 persons including a chairperson.
  3. 3. The editor-in-chief shall select members of the Sub-committee on Research and Publication Ethics among editors.
  4. 4. The Chair of the Sub-committee on Research and Publication Ethics shall be elected by members of the Sub-committee on Research and Publication Ethics.

Article 10 (Procedures concerning scientific misconduct)
  1. 1. If information is provided or a question is raised concerning scientific misconduct with regard to a published manuscript or manuscript submitted for publication, the editor-in-chief shall convene the Sub-committee on Research and Publication Ethics to conduct examination on cheating.
  2. 2. The Sub-committee on Research and Publication Ethics shall deliberate and resolve issues subject to a complaint within 60 days.
  3. 3. Scientific misconduct shall be judged by the Sub-committee on Research and Publication Ethics, and if an agreement is not reached, the Sub-committee on Research and Publication Ethics shall resolve the case by the consent of two thirds of attending members (attendance of the majority).
  4. 4. Matters that have not been defined in the regulations shall be determined by the Editorial Board.

Article 11 (Restriction) If a case is judged to be scientific misconduct, the perpetrator(s) shall be subject to the following restriction (or restrictions).
  1. 1. Prohibition of contribution to journals of KAIS for no more than 3 years.
  2. 2. Notification of scientific misconduct to the Internet homepage of the journal and deletion of the pertinent thesis from the on-line journal.
  3. 3. Notification of scientific misconduct and retraction of publication through the use of the first issue of the journal published after confirmation of scientific misconduct.

Article 12 (An opportunity to present evidence to the contrary and confidentiality)
  1. 1. Person(s) against whom a petition was filed with the Sub-committee on Research and Publication Ethics for violating regulations on research and publication ethics (i.e., for perpetrating scientific misconduct) shall be presumed innocent until proven guilty.
  2. 2. If author(s) of a thesis raises an objection to the judgment made by the Sub-committee on Research and Publication Ethics, he or she shall be allowed to request the Re-examination Committee to conduct re-examination within 7 days of notification on judgment.
  3. 3. The Re-examination Committee shall be formed and reach a resolution in accordance with operating regulations of the Sub-committee on Research and Publication Ethics, and the Re-examination Committee shall consist of new members.
  4. 4. The author(s) of the thesis shall be given an opportunity to present evidence of the reason for the existence of the alleged scientific misconduct.
  5. 5. Identity of the author(s) involved shall not be disclosed until a final decision is reached.

Article 13 (Revision of operating regulations on the Sub-committee on Research and Publication Ethics) Procedures for the revision of operating regulations on the Sub-committee on Research and Publication Ethics shall be determined by the Editorial Board.


Additional Rules

Regulations on Research and Publication Ethics shall take effect based on approval by a general meeting after deliberation by the Board of Directors’ Meeting of the Korean Association of International Studies.
